Persons who would like to temporarily conduct business in the city by going from door to door, setting up in a location that isn't permanent or approaching residents in some other way are required to first obtain a solicitor's permit. Newcastle residents can be assured when they see a person with a solicitor's permit that the business is legitimate and licensed, and the solicitor has passed a background check performed by Newcastle Police.
Door to door solicitors are easily identified by a name badge that is required to be displayed on their person at all times. Residents who see solicitors without a name badge are encouraged to contact the police immediately by calling 206-296-3311. Suspicious behavior should be reported to police by dialing 911.
FOR POTENTIAL APPLICANTS
Applications for solicitor's permits must be submitted in person at the City Hall front desk and must be accompanied by photo identification from each person soliciting. Each solicitor must pass a background check, and pay a fee. Solicitor's permits are valid for six months, and can be renewed twice a year. Solicitation is permitted Monday through Friday, 10 a.m. to 8 p.m.
The following business types are exempt from solicitor permit requirements:
• Employees of government agencies when on official business
• Charitable, religious or nonprofit organizations that have obtained 501(c)(3) exempt status
• Candidates for political office, campaign representatives, distributors of political literature and persons soliciting signatures for petitions
• Persons specifically requested by a potential buyer
• Solicitors operating at city-sponsored events
• Sales conducted as fundraisers for youth programs

Solicitor's permits may be revoked for code violations, conducting business in a way that disturbs the peace, and other reasons. View Newcastle Municipal Code 5.08 for all solicitor regulations.
