City of Newcastle Policy Statement

The City of Newcastle assures that no person shall, on the basis of race, color, national origin, or sex - as protected by Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987 - be excluded from participation in, denied benefits of, or subjected to discrimination under any City program or activity receiving federal funds.

The City further assures that it will make every effort to prevent discrimination in all programs and activities, regardless of federal funding.

Individuals who believe their Title VI rights have been violated may file a complaint with the City of Newcastle. For questions or to file a complaint, please contact the Title VI Coordinator at [email protected].

Title VI Information

Title VI of the Civil Rights Act of 1964 states: "No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”

The Civil Rights Restoration Act of 1987 broadened the scope of Title VI coverage by expanding the definition of terms "programs or activities" to include all programs or activities of Federal Aid recipients, sub-recipients, and contractors/consultants, whether such programs and activities arc federally assisted or not.

Title VI Plan

Per the Washington State Department of Transportation (WSDOT), a Title VI Plan outlines the policies and procedures for implementing Title VI. The plan must provide sufficient information to show compliance and describe the measures taken to ensure nondiscrimination in all programs and activities.

As a Local Public Agency (LPA) receiving federal funds administered through WSDOT, the City of Newcastle submits its Title VI Plan annually to WSDOT.
