State law requires the City to adopt a budget and provides procedures for the filing of the budget, deliberations, public hearings, and final adoption. The City Council has held three public hearings (two on the budget, one on revenue sources) as required and considered the 2023 preliminary budget at three budget working meetings that included a budget workshop. The first 2023 budget meeting to understand the assumptions was the August 27, 2022, budget retreat.

On June 20, 2023 the City Council adopted the 2023 Amended Budget. The amendment of the budget at the beginning of each year is part of Newcastle's standard process to ensure clarity and transparency.

The 2023 Amended Budget incorporates the 2022 actuals, updates the fund balances to reflect 2022 activity, and addresses any other budgetary changes that have arisen since the original adoption of the 2023 budget.
