Council Meeting Roundup for March 7

Newcastle City Council

On March 7, 2023, Council held its regular meeting at 7:00 p.m. Prior to the regular meeting, at 6:00 p.m., Council held an executive session pursuant to RCW 42.30.110(1)(g) to discuss matter(s) relating to performance of a public employee. Executive sessions are closed to the public in accordance with state law, and no final actions are taken during these sessions.

Councilmember Comment 

Several resources and upcoming events for the community were mentioned in Councilmember Comment at the March 7 meeting:
 

Councilmember Villaseñor thanked the Newcastle Arts Council and the Newcastle Library for putting on a wonderful youth arts exhibition, which will continue at the library through the end of March.
 

Councilmember Clark created a sheet of resources for veterans in crisis, which are now available on the Newcastle website. He’s also arranged for U.S. flag disposal at City Hall: Now through April 21, 2023, at 3:00 p.m., you may drop off your worn, tattered, or faded U.S. flags at Newcastle City Hall for proper disposal. Issaquah VFW Post 3436 will respectfully retire collected flags on April 22. (Please note: This is for U.S. flags only. No state, military, or other flags will be accepted.)
 

Mayor Newing reminded everyone of the upcoming Spring Recycling Event at Hazelwood Elementary, which will take place April 8 from 9 a.m. to 3 p.m. 

 

City Manager Report 

The written report covers upcoming events, as well as information on the Waste Management schedule change, the City’s new designation as a “Tree City USA,” the recent Newcastle Volunteer Fair, and a pilot program for source control on mobile businesses. 

 

Council Direction on the Dalpay Property 

Council directed staff not to appeal the recent Dalpay property decision by the Pollution Control Hearings Board, which affirmed the Department of Natural Resources’ Forest Practices Application/Notification Notice of Decision FPA/N No. 2420111, related to the Dalpay property (also sometimes referred to as the Deleo Wall litigation), and PCHB Case No. 18-035c. The Forest Practices Application (FPA) allows for logging of the area. 
 
Since May of 2018, the City has taken many steps to attempt to reach a different outcome and has no further effective options available to achieve alternative results. Read more about the history of the City’s actions regarding the Dalpay property.
